Yes, you want to completely dissolve the Skittles. 
If needed, you can microwave the water to warm it up, then let it cool back down before proceeding.

Hi Renee, 

Our solutions were pretty runny, not jelly like at all.  We only used a tablespoon of water for each color so there would be a high concentration of sugar in each layer but other than that we made sure to let our solutions cool so they would be more dense than warm solutions.
